ADDRESS BY SHRI K.R. NARAYANAN, VICE PRESIDENT OF INDIA ON THE RAISING DAY CELEBRATIONS OF NATIONAL SECURITY GUARD AT MANESAR, HARYANA

Friends,
On the occasion of the 7th Raising Day celebrations of the National Security Guard (NSG), it gives me great pleasure to be with you all at Manesar. I have just been briefed by your Director General on the organisation as well as different aspects of its training and activities. As a young force which began in 1984, and formally came into existence in 1986, it is indeed commendable that you have acquired such expertise within a short span of time. I was impressed and fascinated by the demonstrations of antiterrorist exercises that I have just witnessed. I was to congratulate NSG for the deadly excellence you have acquired in this field.
The National Security Guard has been created with the specific role to handle different facets of terrorism in any part of the country. While terrorism does not confine itself to national boundaries, it is our endeavour to prevent and counter such violent acts in our country, in an effective manner. The National Security Guard has an important role to play in meeting this objective. Ever since the creation of this force, there have been different occasions to test your skills and ability in handling sensitive tasks. I am glad that these have been attended to with determination and courage and the NSG have acquitted themselves well in the disturbed areas of the country.
The fight against terrorism is one of challenge and response that you will need to keep yourself abreast of the nature of terrorism as well as acquire skills of combating the different strategies and tactics adopted by the terrorist. Terrorism, as you are all aware, does not recognize either the democratic process or the fundamental rights of the citizens. The use of terror and fear to coerce the people undermines the very basis of civilized society, the rule of law, and human rights. While the State has the duty to fight this menace, it requires public support to fight it on the ideological and social plane. It should also be our effort to bring back these misguided young people to the main stream of life.
The nature and composition of the NSG indicates its multi-composite character. As an organisation of nearly 7,500 personnel, regular training will make you more effective. This Training Institute, I am sure, will continue to provide the requisite inputs as well as serve to guide other organisations. There is no substitute for experience and under the effective leadership of the Director General and other officers, the NSG will undoubtedly hold steadfast to its aims with unflinching loyalty to the Constitution of India. The Raising Day is an important moment in the history of any disciplined organisation which serves as an occasion to re-dedicate oneself to the ideals and objectives of the organisation. I take this opportunity to congratulate the winners of the Police Medals for distinguished and Meritorious service. Their example will certainly enthuse others to emulate them. I am happy to see personnel from many States participating in the training programme of NSG. I wish them the best of luck in their efforts to fight terrorism in their respective States.
The Emblem of “Sudarshan Chakra” is symbolic and signifies the destruction of evil. This Emblem should also remind you that the skills which have been imparted to you in the NSG are to be used exclusively for the preservation of good and for the destruction of evil. Our traditions, our philosophy and our ways of life have no place for terrorism. It is, therefore, the duty of every citizen to fight terrorism to that it should not be allowed to undermine the very foundations of our democracy.
I wish the NSG and all of you and the members of your families all happiness and good fortune. I also wish you every success in upholding the dignity of your Organisation, the unity of our country, and the safety of our people.
