ADDRESS BY SHRI K.R. NARAYANAN, CHAIRMAN OF RAJYA SABHA, TO THE RETIRING MEMBERS, IN THE RAJYA SABHA.

Hon'ble Members, to-day we bid farewell to those of our colleagues who are retiring this year after the completion of their term. Some of them would happily be returning to us soon, and new Members will rush in to fill the vacuum left by the rest. This is part of the constitutional process by which the Rajya Sabha renews and perpetuates itself. But the parting is poignant for those who are outgoing and those who remain.
With his insight into human nature Shakespeare said : "...Time is like a fashionable host -- That slightly shakes his parting guest by the hand -And with his arms outstretched, as he would fly -Grasps in the comer." In this House we are not, however, fashionable hosts but fast friends. Our friendship and respect for one another have been forged in the cut and thrust of Parliamentary debates for the common purpose of serving the people and strengthening the nation. It is not a relationship that is easily broken or forgotten. Besides, unlike old soldiers, politicians do not just fade away. They re-emerge, again and again, in reincarnations that often please and surprise us. I should therefore not bid goodbye but say `See you Again', and wish you in the meantime good luck and untiring activity in the service of the nation.
As Chairman, I shall miss you; your interruptions, your agitated arguments and lively speeches, your often simulated ill temper, and your repartees bristling with wit and humour. You have made valuable contributions to the proceedings of the House and influenced the thinking of the Government and the nation. To have been a Member of the Parliament of India, especially this august House of elders, is an honour that is unique and an experience that would stand you in good stead in whatever sphere of activity you may find yourself in future. During your term in this House you have enriched the miraculous institution that is India's parliamentary democracy. May I add a personal note -- I am profoundly thankful to you, for all the courtesy, consideration and co-operation that you have always extended to me, occasionally with a degree of vehemence. I wish everyone of the retiring colleagues, on behalf of the Rajya Sabha and on my own behalf, all happiness, success and self-fulfilment.
